Hello,
I am the proud owner of a 1993 28 TE. I have the boat on hard and I see a round cover (see picture) on the keel, can anyone tell me what that is and if i need to do any maintenance to it. Thanks in advance for your help.

Looks like a garboard plug to me. its just a drain plug to get the last drops of water out of the keel. a half inch drive ratchet (or extension) should fit in the hole and you can remove the plug.

Vbologna: It appears you have gotten your answer. I have seen previous posting on the drain issue. You should do fine. In any event welcome to the AOG. You will be pleased and happy with your boat of choice. Take a few shots of the rest of the boat for us interested members. Have you posted with the New Member Introductions section? All will be happy to hear from you.

On a side note, the plug takes a 1/2" heavy duty allen wrench or a 1/2" socket extension to remove. I leave mine out all winter till spring which is the last item to be installed before splash time.
