per the attached picture, what I'm calling a rubber fender on the exterior of the hull, appears to have been damaged prior to my purchase. The rubber has moved upwards, and I don't know how to get it back down into place. My concern, which may be ill-founded, is water could infiltrate in this area, it's about 6" - 8" long, any thoughts as to how it can be put back into the proper position?
there is also a white caulk of some kind that was placed to seal the bottom section of the rubber to the hull along the entire rubber fender, not sure if that should be removed and replaced at some point, and if so, with what?

It is called a Rub Rail.
Yes, yours has been damaged, probably fasteners bent.
Need to pull the center piece to gain access, then pull the bent screws, re-bed and re-instal.
Use a moisture meter to check for any water intrusion in the hull.
Best to open up and let dry before re-installing.

Your a wealth of knowledge. Thank you. Any secret as to how the rub rail is removed? There are no seams in that area as I remember and no fasteners showing.

Thx, but I have never removed or replaced my rub rail.
Look at the center, there should be a removable strip covering up the fasteners.
Remove the strip, fix the problem and push or slide the center piece back in.

Similar yes. The center tube on mine seems larger. Does that come out by prying it out with a screwdriver or similar and then provides access to the screws?

Yes, I believe so, not sure.
Have done a few in the past. Some have end pieces you remove, some you pray out with a tool, perhaps even with a heat gun to make it less stiff.
If this is your first rodeo, have a boat yard do it for you, or a marine contractor specializing in stuff like this.
Pretty low tech, but easy to screw up if you are new to boats.
