Peninsular prop issue

Ok so I know the first question you guys are gonna ask so no I have not photo tached the motor yet (going this week to buy one). Now that I got that out of the way, lol, the problem im having is wide open my tach showed 3900-4k but only hit about 17-18knts. That seems a bit slow for the rpm. I really had to run her way more open that I thought I should be. Im wondering if A)tach is reading high, or B) prop needs a bit more pitch. Prop says its a 18x17 three blade. First and foremost I think I need to check the tach since it is new.
So questions are:
What do other peninsular owners have for props?
What is your cruise (speed and rpm) and top end?

What is your engines max rated rpm ?

Was your change that rpm was down AND speed was down or just loss of speed ?

Max rpm is 3800. I feel like my speed is low for the rpm, I feel like she should do a few knots more. last year I was able to get a bit more "on plane" than I was yesterday, and yest I was traveling lighter, so i donno what's going on. There was no smoke, engine didn't sound like it was struggling or anything

Did you try and remove your new air filter assembly to see if that was involved?

Unfortunately the new filter didn't fit so I have the same one as last year. But I thought maybe it was choking it off. I didnt remove it to check because of the vent hose that's attached to it...
