Having had large numbers of people aboard for very short periods as a racing sailboat tender, one practical point of great concern on the 28 is ensuring that the stern draft is not so low as to permit the scuppers to take water aboard.

Otherwise, I do not care for more than six when cruising or fishing.

I agree that six is optimal but believe eight is certainly safe. I wouldn't exceed eight.

We've had 6 on board for coastal/near port cruises, and 8 comfortably for dinner at anchor a couple of times, although I'd be reluctant to take 8 outside the immediate harbor. And I agree with Don that stern draft becomes an issue as folks are boarding unless the Captain is careful to distribute people/weight appropriately.
