In my opinion there are 2 good sources:
- http://www.marinesurvey.org/, the Society of Accredited Marine Surveyors, where you can sort by state and/or other criteria. SAMS is the national accreditation group, and all of these folks have satisfied various experience and training standards, including annual continuing education credits and such; and
- the folks on this site. You will probably get replies from guys in the state(s) you're looking in who have surveyors they either endorse or recommend staying away from.

I cant really help you with out of state surveys specifically but the first thing I would do as above ask around on forums for who is good. A few years ago I was going to buy a boat and got my surveyer (in NJ) based on a recommendations (many great recommendations) from the bassbarn...I didn't end up needing him then but just used him today to survey a 28te that is local to me. I would think here would be a good place to start to see if anyone knows a surveyor in the area in question
