Dry bilge, best way?

I've seen some very dry bilge on the forum, what's the best way to get the water out and keep it out?

Maybe a diaphragm pump?

Also does the bilge down below connect to the midship bilge?

Saw this www.aridbilge.com at the boat show. IMHO, a ton of money for what it does but if you feel the need for a completely dry bilge...
