I have 94 28te with a Cummins 250 bta 5.9 . It runs fine up until about 1600 rpms or so when it starts blowing black smoke . At full throttle I have no power and a lot of black smoke. I have replaced the air and fuel filter any idea what it could be ?

I suspect this will move to a different forum but it sounds like the turbo isn't spinning up.
Did this happen all at once or come on slowly?

Agreed. She's probably been getting sea water into the turbo in some amount over the years. Post some pictures of the turbo and mixer elbow. The turbo exhaust flange is probably rusted to a point where the bolts will not come out without issue... Pull the air filter and spin the turbo.
