It's still best if you use the special paper, but in my opinion, anything that isn't overly durable is fine. Because it's less durable, you'll need to use more, which means that users should get in the habit of flushing twice. Once for waste, once for paper. The foot pedal makes it easy to do this while still seated. The key is waiting until the pump recharges the vacuum before attempting the second flush.
As a side note, I've yet to see a clog that couldn't be solved by simply poking a long screwdriver right down the middle of the clog to clear the small hole at the bottom of the toilet (with the valve open). A word of warning, though; keep your face clear of the bowl when you do this, as the sudden rush of the clog clearning often produces some "back spray".
