is there any way to add more chain to an existing all chain rhode and still have it work in the windlass?

I would check with the manufacturer. I think your answer would be model specific..

Don't think linking by shacles will work. Adding same sized chain with same sized joining chain link should work.

Why not get new chain for main anchor, boat length of chain is usually enough, & use the old chain on your backup anchor? You DO have one don't you?
