On the 28 te with a Yanmar 315 and shaft size of inch and a quater where can I get the right zinc to fit between the prop and the keel !

It's an 1 1/2" shaft, not 1 1/4". It's zinc C7 which I get via boat zincs .com. Here is the link http://www.boatzincs.com/collar.html

I have the original prop that I believe came with the boat brand new it is a 19 square but when I called h &h for a new prop as a back up they sent me a 18 by 19 and when I called them on it they told me that Mack Boring told them to change the prop due to rpm problems I own one the Yanmars in the law suit

Understood. What they did was give you a prop that would increase your WOT rpm's and take some load off the engine. The majority of the engines that failed during the era you reference were overloaded.

But getting back to your original post, the shaft dia. is 1-1/2", not 1-1/4"

How much room do you have between the shaft bearing and the back of the prop

The collar zinc is 1-1/4" thick, so looking at these pics I would say a little over 2"

great pics put me on the right track only for some reason I only have 1 1/4 inch between the stearn bering and the back of the prop

RobS - whats this about the 19x19 stock prop aggravating the sticky value issue on 6LPSTE's?

I have a 2000 6LP-STE -28TE with 19x19LH and original value seals. So far so good and my Mechanic says run it.

Should I be looking at different Prop or changes Cylinder #1 seals at a minimum?

I would be sure your WOT rpms are 3900ish fully loaded. Have the engine photo-tached. I am a 2000 as well. If you have the Yanmar factory instrument cluster it is know to read high. Mine reads about 170rpms high at cruise. As long as you are turning the rpms you should be okay. You can have the exhaust valve seals upgraded without pulling the head if you are considering it. Do them when you need a timing belt or valve adjustment..

What are the thoughts about applying grease or lubricant on the shaft when replacing the prop?
