I worked on my boat (40' NSC) yesterday to de-winterize and prep her up for the season.

I noticed that the upper station steering did not work. It appears hydraulic hoses slowly leaked right under the steering box. I tightened up the hoses and attempted to refill hydraulic fluid from the flybridge steering box but the bolt to the access hole would not come off at all.

Do you know whether adding hydraulic fluid from the main station would work to refill the entire system...including the upper station?

I had to top off my bridge steering as well but lucky enough that the screw opened easily. You might look at your reservoir tank in the stern, down in the bilge and be able to fill from there. I just needed a few tablespoons and the steering was back to normal. I used a brand with a leak stop.
