why does the fire extinguisher for a diesel powered boat state it must have a shut down system?

Because the extinguishing agent will not stall a diesel engine. So the engine continues to run and acts as a big air pump, pumps all of the agent out of the engine room, and prevents it from putting out the fire. In reading the manual for mine it also has the capability of shutting off the engine room blowers as well. Same end result, keep the extinguishing agent in the engine room.

According to my reading gas engines stall fairly quickly as the agent prevents gas engine combustion.
