What is the formula for determing hull speed on a displacement hull. Think it's the square root of the Length at the Water Line times 1.34 but not sure.

Correct. Just a note about units. The waterline length is measured in feet and the speed is measured in knots.
For the few who like examples, if the waterline length is 25 ft., its square root is 5 and when that is multiplied by 1.34, the hull speed works out to 6.7 kts.
The boat will go faster than that if towed by a cruise ship, but it's likely to be a bumpy ride and the cleat, bitt, or whatever the tow line is attached to will probably pull thru the deck unless the tow line parts first.
