FRESH WATER TANK LEVEL GAUGE PROBLEM

The tank level gauge for our fresh water on our 32+2 is not working properly.
The gauge is a VDO. I replace the defective sending unit, but the one I replaced it with was a 1" tube with a float on the inside. After a few months it stopped working because of calcium deposit buildup on the inside of the tube. I then replaced the sending unit with an arm type that I believe is a fuel gauge sending unit.

Currently the sending unit seems to be working (when I move the arm, the ohms change) but I get no indication on the meter. I measured the back of the gauge and am getting 12 volts into the meter, but only 7 volts out of the meter going to the sending unit. Does this mean I need a new gauge? Anyone know a good supplier of these gauges?
