Tachometer Issue

So my starboard tach is not working. Turns out there are no magenetic sensors on my Cummins 5.9 bt's. It appears that they sense off the alternators. I cleaned everything and used a multimeter, the port alternator has about 250hz at idle, and 8-12 volts. The one that does not work, has the same hz, but only 0.8 volts....

Same readings everywhere in the system, and I confirmed by swapping tachs that it is not the tach.

Alternator also appears to be charging fine...

Do I need to have the alternator repaired?
