Been lurking and learning for awhile. We are currently under contract for a 2002 Express Trawler ‘Balboita’ located in Florida. It is a single Cummins 8.3 6CTA. Survey (vessel and Engine) is scheduled for 6/1/23. Any wisdom/thoughts are welcome.
Vessel history suggests that it was, at some point, neglected, and experienced high water level in the mid and engine compartments. The engine compartment is now perfect, but I don’t know how high the water was or for how long. Owner has invested significantly and engine overhaul at 500 hrs. Doing such a significant repair at 500 hrs makes me even more suspicious.

I don't know anything about Express Trawlers, but you are right to pose all those questions. You shouldn't have to pull teeth to get a full history and honest disclosures.

Went to survey, this will be a project boat, bones ok (will need $50k) but 8.3 6CTA Cummins experienced a hi temp catastrophic failure. Repair was only top end. Will need to be repowered in my opinion.

Balboita
I also surveyed this boat in January of 2024, it's a real project boat, wish I had found these posts prior to spending the money on travel and survey.
A friend said they saw Balboita at a yard in the Vero Beach area getting the hull sand blasted.
