Anyone know where I can bet replacement fuse caps. for a TE28 1998

You may need to replace the fuse holder. If you do, only use marine grade.

Remove one and "measure the hole size" in your panel to be sure that whatever you buy fits in case you have to replace the whole fuse if the caps aren't interchangeable.
