Frozen Burst bow railing

A friend had a 1” SS bow railing freeze and burst. The bulge and split may be a little more than an inch long and just wide enough to slip a small plastic zip tie into at the widest point.
Are there are reasonable ways to repair this in place?

Find someone with a portable welder that has the tig equipment with it.l had a stanchon post welded back on the base plate right in the slip.He did a excellent job of tig welding and polishing .

Also look for where the water came from that might have caused the split. A 115 vac portable tig can do the job nicely then polish away. He should lay down fire proof mats to guard from spats...

Questions: Can an electric welder potentially cause problems for any of the boat's electronics thru the grounding or bonding system? Maybe there other potential related issues, ie: with batteries, shore power, neighbors, etc?

Highly unlikely but turn off your battery switches.
