bleeding fuel system - fuel shutoff off or on?

i apologize as this question may be even too, um dumb for Engine Maintenance for Dummies. but i keep reading the following sentence in the ford Lehman manual concerning bleeding the fuel system and i vacillate on what it actually means.

in step 2 of Bleeding the Fuel System, it says:

2. Moke certain that fuel shut-off valve is turned on.

Does "turned ON" mean the valve allowing fuel to flow from the fuel tank should allow FUEL TO FLOW, or that FUEL FLOW SHOULD BE STOPPED.

The little gears in my head keep saying that a shut OFF valve being ON means its working its intended function, meaning shutting OFF the fuel flow. But I also recognize that the word ON may simply be referring to the state of flow of fuel, meaning it can flow, regardless of the name of the actual device.

Ridicule is acceptable but hopefully it is accompanied by a correct answer. : )
