I resolved my starting problem.
I sent the starter out to get rebuilt. Maybe it was not needed, but I've owned the boat 14 years, and after all the start-stops while cruising the canals for 2 seasons, I wanted piece of mind. It was good PM for $140.
I was still getting a 3 volt drop when measured at the pos and neg of the starter. Engine was starting fine at this pint, but I didn't like that loss.
After being "inspired" by Panhdjoe's comments above I found a u tube that went into easy to follow detail of how to diagnose voltage drop.
I measured a .7v loss at both the negative and positive cables that feed the starter.
Today I replaced the original starter cable and repeated some of my voltage measurements.
Loss along the starter cable was reduced from .7 V to .2 V.
Loss at thee starter when engaged was reduced from 3 V to 2 V.
The starter sounds like it is spinning faster.
I think I am good to go now.
I plan on replacing the negative cable once I get a chance to buy some black cable.
