My neighbor (Camano 29) suggested I try adjusting packing nut with boat in water. I believe the steering arm is keyed to the shaft/nut. Will removing this allow rudder to drop?

my boat has a strut at the base of the rudder so removing the steering arm and taking off the nut doesn't cause the rudder to drop.

replied too quickly!
Unless you're going to repack the rudder stuffing box there is no need to take off the steering arm or the key on the shaft. Just back off the lower locking nut then tighten the stuff box nut finishing off by retighening the locking nut
