Called the USCG today, no way they will accept another document for same type boat as evidence. Either get a signature on a Builder's Certification or go to MARAD and pay $500.
Called and emailed Ken asked if he could sign.
Not heard back yet.
Somebody suggested I measure the boat to less than 5 tons, hence I could run commercial without Coastwise Doc.
Not sure about that, had planned to Document it anyway.

Here is the Waiver Program that can be applied for (unfortunately .. no fisheries endorsement waiver is available) :
Basic Eligibility Requirements
There are some basic requirements for a vessel to qualify for a waiver under this program:
The vessel must be at least three years old.
The vessel, when in service, cannot carry more than 12 passengers.
The intended use must be to carry passengers only. Activities such as carriage of cargo, commercial fishing, towing, dredging and salvage do not qualify for this program. Sport fishing is permitted as long as the fish caught are not sold commercially.
The vessel must be owned by a U.S.-Citizen.

I may have found a solution to the problem (how to run charters without a build certificate or prior documentation)
Documentation is not required if the boat is less than 5 tons net.
Go to the Coast Guard Page and do a simplified measurements on your Albin 28TE,
I plugged in these numbers: Length 28,3, beam 10, depth 2.
The form came back with 3 tons stamped on the top. Use this form to show proof if the cops asks for documentation.
(The USCG does not want swim platform and bowsprit measurements, nor do they want the skeg or keel below prop.)
Using the above form I will call the USCG and have them come to my dock for a volunteer UPV Examination. Then I should get the UPV decal indicating the boat is legal and has passed the exam....
Saves me $700 and a bunch of headaches trying to Document without a Builder,s Certificate.

Yup, will do.
Need a few more weeks before I book the USCG Examination, got to write check list for emergencies, make an overhead netting for the Type 1 PFDs and some other stuff.
Current on the drug test and alcohol testing equipment onboard, kept most stuff from previous boat, a GB 2770.
Remeasured again to get closer to 5 tons, used 2,3” for draft, that made it 4 gross and 3 net tons. (28,3 X 10 X 2,3 divided in 100 times 0.67.rounded up on the USCG computer)
Will keep everyone posted.

Your boat is an Albin 35, and you need to get it documented?. mines a 35 needs to be documented
For commercial operations, or because a bank or another third party requires Documentation, or you want it yourself for overseas cruising?
