My 6? Gallon hot water heater has never worked on shore power just the engine water.
1.There is power to the heater.
2.I checked the element visually (not burned off) and with a meter it shows continuity through it,
3.the power wires going in were corroded but that's the only thing that looks amiss,,
Can the element be "bad" and look fine as well as have some level of continuity?

There should be a combination temperature thermostat and safety device on the unit. Check the controls for power. The way the engine water goes into the heater you might have tripped the high limit.

Ok,there is a reset button it doesn't seem to be tripped but I'll further check that area for power,

Power goes through the saftey then the thermostat. Use a volt meter and verify 115 at the first connection then follow it through the safety then thermostat.
