Is there a mechanism that can straighten out the railing without cutting the pipe and replacing it? Any thoughts!!

Yeah. They call it an "Armstrong Bender". It's a double hinged device about 4' long with a gripper on one end and a 200# weight on the other end. It's recommended that you use two in unison for particularly stubborn railings.
