Front Center Window Latch

Front Center Window Latch
The front center window has two "latches", one on each side, with a black knob that says "pull"........one is working well and the other is "frozen"...the black knob will not "pull" and the window will not open as a result of the "stuck" latch. I have used a spray that is for the purpose of freeing up "stuck" nuts, bolts, etc due to corrosion.....I have tried to unscrew the screws with a power screw driver and it will not budge. Does anyone have any suggestions? Thanks.
