If they are Bennett tabs they are likely stainless. In that case any bottom paint will work. On my cat I have lectrotab aluminum tabs so I have to use different paint (I use Pettit alumaspray).

This is the only paint I have ever used that not only works, but stays on. I use it on the prop, rudder, skeg, and trim tabs. Also on the bow thruster. I actually spray it into a cup and then use a brush to apply it.

The biggest issue we have with painting stainless steel trim tabs here is the limescale that builds up on them. The paint always comes off. I was even considering today cleaning the tabs up and not painting them. The only way I can see the paint staying on them is to perhaps coat them in two part paint first to stop and salt water intrusion. You should be just fine then painting them with normal antifoul.
