Steering problem - 28TE

Hi all, I am a new member and have a 28TE with a steering problem. When I turn to starb I turn the steering wheel all the way but the boat doesn't turn I lifted the boat out of the water and the rudder is 90 degrees to the stern. The hydraulic steering shaft is extended all the way. How do I fix the problem?

Does this happen only when backing down, or when making headway or both?

The problem exist all the time. How do I adjust the rudder to the steering arm. Do I take the aluminum plate off that goes over the rudder post. Can you tell me if the four bolts are threaded into the angle clip that is fastened into the beam on each side.

Pictures would certainly help. Did you check the pinch bolt and set screw at the tiller arm ?

Also inline with what Rob has said, check to make sure the 1/4" key hasn't fallen out. Happened to us and while on autopilot. Key had completely shattered, thankfully being an engineer I made a new one out of nickel alloy bronze and now carry a spare in the tool box.
