We would like to mount a pole for our flags on top of our 1999 Albin 28 TE. It has the standard metal rails on the top. We'd like to find something that would clamp to the rails on the top.
Any suggestions would be appreciated!!

Why not get a flag mount for the stem head handrail? There's lots of boats here with them, take a look through the gallery.
