What is the "OUTBOX" under the messages tab?

What is the "OUTBOX" under the messages tab?

I show 2 messages I think I sent sitting in the OUTBOX. What does that mean? Were they sent as they don't show in "SENT MESSAGES". One was from Sep 16.

Hi Terry,
When you compose a message it sits in the outbox until the recepient opens it.
