Upon inspecting the picture carefully, I'm pretty sure it's a fake. Look at the scale of the car as it compares to the boat. Either it's a car made for midgets, or a boat made for giants.

I've seen this picture before and in higher res versions. I seem to remember that it was taken in Holland or Belgium. Thus the car is too small by our standards, but in Northern Europe there are a lot of cars that appear to be made for midgets!
