Shaft seal

I am getting my 28TE ready to go in the water and ran the engine today and i noticed water leaking at the lower shaft bearing at the prop how i run the engine is a hose into the sea water strainer so there is a lot of overflow into the bilge which comes out of the drain plug. The boat has the Tides shaft seal that uses engine raw water water to cool and lubricate it as i understand. I am not to familiar with them so my question is does the water pass through the seal than down through the prop shaft housing and out near the prop? That would explain the water leakage at the prop shaft.

Yes, that's how they work so the water does not go into the bilge.
