Weld on rail plate

The after most weld joining the railing to the plate on our '01 PH 28 has fully separated probably due to over use for we always board on that side. If anyone has dealt with this issue on the port or starboard side we would appreciate some advice on how it was resecured. Any alternative to welding as the plate is secure? Is there a backer plate underneath as with many of the other locations? If so, how are the nuts on the backer plate accessed? (removing the panel insert on the side aft?)

On my 2000 28TE there is a backing plate and shmootz, the shmootz appears to be Boat Life. This was port side and accessed by removing the panels in the aft bunk.
