The bilge pump cannot get all the water out & the stuffing box is supposed to drip every few seconds while underway. The dripping should stop 1/2hour or so after using the boat. So, yes, a bit of water in the keel is perfectly normal.

Are you talking about water you can see in an open keel, or water that has been absorbed into a closed keel?
I have the latter if that is what you are asking about. It is somewhat common with the older boats.
