Flush Deck Exhaust Design Flawed?

I recently started some winter maintenance projects. Mostly pulling the injectors for service and fixing the crankshaft oil seal on the front of the motor. In doing so, I discovered that the exhaust side of the turbo has corrosion:

So I decided to take some measurements of the exhaust system and found that the spillover point of the exhaust is only 8" above the water line as opposed to the 12+" recommended for good design practices. Mine is a Volvo Penta engine but I doubt the engine make/model matters as all of them I've seen have the same approximate turbo height.

My question is whether other flush deck owners have had turbo problems due to corrosion? I ask only about flush deck owners because it appears that the engine box model is good with regard to the exhaust design, being 12" above water line because the engine sits higher.
