To reach into the bilge I have employed the following techniques. Even with the engine and tank out its still tough to reach down that low
1) use a grabber-extender. Like one of those late night tv claw grabber things. If you get the 36" one you can reach pretty far into the bulge
2) a large shop vac with the 2"+ hose and floor extender. I have been able to reach the hose into the bilge sucking up everything there is: water, tools, parts etc. everything gets sucked into the vac bin then you can sift through the bin and review ur catch
