The engine is rated at 3800 RPM yes, but I believe it is supposed to hit 4000@ full throttle. Mine goes to 4016 on the digital flow scan meter at full power. Max continuous as per the book is 3600.
Can’t swear by the 4000, still learning this engine/boat but if you only get 3800 you may be over-propped?

I recently went through this exercise on our '05 Flush Deck with a 6LPA-STP. I had the 4-blade 19x19 Nibral prop tuned up, balanced and recupped (5 cup), put fresh bottom paint on and went out in flat water with 1/2 tank of fuel and a full water tank and got numbers very similar to Jared's.

According to survey I have the same prop, 19x19 4 blade Nibral.
