CNG Tank Question

I'm clearing out a storage locker and found a CNG tank (see attached pic's). It's stamped 10-87.

So, is that the mfg date or the expiration date?
If that's the expiration date, is it still usable?
If yes, it's yours for the taking.
If no, how does one dispose of it?

That will be its test date. It would have needed testing in 1987!

As mentioned, that is the last hydrostatic test date. This is required by the DOT every 5 years. This looks to be a low pressure (2250 psi) 80 cu ft aluminum tank. You could take a chance and get it retested for about $50, or just chuck it after releasing its contents - outside. No really worth anything. Maybe it can be recycled?

Not sure how it works there but our recycling depots here won't touch them unless the empty cylinder is cut in half. They don't like the risk of them compressing any left gas when they're put in the crusher!

Everything is correct except it looks steel to me at the neck. Open the valve and make a planter or mail box stand out of it. After you check with SAFGAS and see if it has a deposit...
