I did that to the upper steering station wheel which was in very bad shape. The spokes were loose and the whole wheel wobbled. I mounted in by the center on a vise and pole, stripped it using heavy duty stripper and small scrapers. Then injected epoxy around the spokes and the wooden hub to stiffen it up (worked great, solid as a rock now) and then applied many coats of Epifanes varnish. Looks like new and has held up well for after several years and the Great Loop trip.
