What size packing does my 96' 28 need in the rudder post?

"Rudder post" ... I think that you're asking what size packing to use in the rudder port .. When I had repacked my rudder port on my 28 it took 5/16" packing. I used Graphtex Ultra (GTU) shaft packing. It's nice stuff .. graphite fibers impregnated with ptfe. I used a similar product. I think it was called GFO. It's a goretex based product and claims that once tightened it won't need doing again.
I used it two years ago and so far I've never needed to tighten the gland nut.
